档案大数据支撑政府治理决策的理论模型研究

Research on the Theoretical Model of Archival Big Data Supporting Government Governance Decision-making

大数据时代,海量档案数据蕴藏着支撑政府作出科学决策的巨大潜力。然而,档案大数据在政府治理中的应用依旧面临着诸多障碍,亟须系统研究其内在机理、构建其发展路径。在梳理档案大数据内涵、特征及价值的基础上,分析了档案大数据服务政府治理的功能定位,剖析了融合应用的观念、体制、人才、制度等方面存在的障碍。同时,借鉴国内外实践经验,从夯实基础、汇聚数据、赋能平台、深化应用等方面构建了档案大数据支撑政府治理决策的“四位一体”理论模型,旨在为推动档案大数据深度嵌入政府决策、优化国家治理体系、治理能力现代化提供理论参考和实践指引。

In the era of big data,massive archival data has great potential to support the scientific decision-making of the government.However,the application of archival big data in government governance still faces many obstacles,and it is urgent to systematically study its internal mechanism and build a development path.On the basis of sorting out the connotation,characteristics and value of archival big data,this paper analyzes the functional positioning of archival big data in serving government decision-making,analyzes the concept,system,talent,system and other obstacles of integration application,and draws on domestic and foreign practical experience.From the aspects of consolidating the foundation,gathering data,empowering the platform and deepening the application,the“four-in-one”theoretical model of archival big data supporting government governance decision-making is constructed.It aims to provide theoretical reference and practical guidance for promoting the deep embedding of archival big data in government decision-making,optimizing the national governance system and modernization of governance capacity.
