科技自立自强是国家强盛之基、安全之要。要实现高水平自立自强、加快建设科技强国,国家战略科技力量无疑是重要抓手和关键着力点。依据国家战略科技力量的生成机理,将协同创新作为一种刚性的制度供给引入国家战略科技力量分析框架,针对实践探索中面临的创新供给失衡、过程衔接不畅、功能联动不足等现实挑战,通过目标协同、主体协同、资源协同、技术协同四个维度的理论设计与分析架构,审视并回应国家战略科技力量的结构性问题,探赜国家战略科技力量何以助推高水平科技自立自强的内在机理与实践路径,进而优化国家战略科技力量的定位和布局,促进各类创新主体协同创新、融合创新,建立国家战略科技力量履职尽责、优势互补的协作机制,增强推进高水平科技自立自强的体系化创新能力。
