摘要
本文从水生态安全理论内涵出发,基于“压力-状态-响应”框架模型,构建水生态安全评价体系,运用层次分析法确定指标权重,并评估各地区水生态安全状况。研究表明:水生态安全评估中,水质状态、节能环保投入、污水排放强度、水资源开发程度等是主要的评价指标。湖南省水生态安全总体状况在全国22个省份中排名中下(14/22);湖南省内14市(州),长沙市、湘潭市、益阳市水生态安全面临压力最大,郴州市、永州市、怀化市现状指标评估较好,湘西州、张家界市、怀化市、郴州市水生态安全评估总体较好。基于评价结果,本文提出了湖南省水生态安全保障建议。
The Paper starting from the theoretical connotation of water ecological security and based on the“Pressure-State-Response”framework model,a water ecological security evaluation system is constructed.The Analytic Hierarchy Process is used to determine the weights of indicators,and the water ecological security status of various regions is assessed.The study shows that water quality status,investment in energy conservation and environmental protection,sewage discharge intensity,and the degree of water resource development are the main evaluation indicators in water ecological security assessments.Hunan Province ranks in the lower-middle among 22 provinces nationwide(14/22);among the 14 cities(prefectures)within Hunan Province,Changsha,Xiangtan,and Yiyang face the greatest pressure on water ecological security,while Chenzhou,Yongzhou,and Huaihua have better current status assessments.Xiangxi Prefecture,Zhangjiajie,Huaihua,and Chenzhou have overall good evaluations of water ecological security.Based on the evaluation results,suggestions for ensuring water ecological security in Hunan Province are proposed in the paper.
