摘要
为有效预防和减少道路交通事故,本文针对2013—2021年涉及道路旅客运输的43起重特大事故,分析了月度、时段、事发区域等事故特征规律。结果表明道路旅客运输管理仍存在企业安全主体责任未落实、动态监控平台形同虚设、“营转非”客车非法运营、以包代管、挂而不管等突出问题。在此基础上,从人、车、管理、组织、科技5个方面,提出了提升道路旅客运输企业安全管理水平的措施与建议。
In order to effectively prevent and reduce road traffic accidents,this study analyzes the characteristics and patterns of 43 major accidents involving road passenger transportation from 2013 to 2021,including monthly,time period,and incident area.The results indicate that there are still prominent problems in road passenger transportation management,such as the failure to implement the main responsibility of enterprise safety,the virtual existence of dynamic monitoring platforms,the illegal operation of“business to non business”buses,and the use of package management and hanging without consideration.On this basis,measures and suggestions for improving the safety management level of road passenger transportation enterprises were proposed from five aspects:people,vehicles,management,organization,and technology.
