Promoting Chinese Modernization Through Financial System Reform:Internal Logic,Core Requirements,and Key Points

金融在中国式现代化进程中一直扮演着至关重要的角色,已成为国家经济发展不可或缺的核心竞争力,在促进经济增长、稳定就业市场、助力经济转型等方面发挥了极其重要的作用。随着经济的发展,推进金融体制改革以适应并促进金融高质量发展显得尤为必要且紧迫。深化金融体制改革不仅是推动金融与中国式现代化同步发展的必然要求,也是突破制约金融高质量发展的体制机制障碍的关键举措。在中国式现代化背景下,深化金融体制改革的推进重点是:坚持党中央集中统一领导、完善现代中央银行制度、打造有效金融监管体系、做好金融“五篇大文章”、促进资本市场投融资功能相协调、推进金融高水平对外开放。通过不断深化金融体制改革,将金融高质量发展推向新的高度,从而为构建高水平社会主义市场经济体制和服务于中国式现代化提供强有力的金融保障和充沛的动力来源。

Finance is related to the overall situation and foundation of Chinese modernization.Reform in the financial sector is an important part of comprehensively deepening reform and a key link to improving the macroeconomic governance system.Deepening the financial system reform is not only the breakthrough and focus of accelerating the transformation and upgrading of China’s financial industry but also an important path to solve the outstanding problems in China’s financial field.This paper analyzes the internal logic of deepening financial system reform to promote Chinese modernization around improving the quality and efficiency of financial supply,building a strong financial security defense line,and enhancing the level of financial opening up,and points out that the financial system reform should be further promoted on the premise of clarifying the positioning of financial services,paying attention to the overall concept of the system,and coordinating financial development and security.On this basis,this paper analyzes six key points to be focused on deepening the financial system reform.The first is to accelerate the improvement of the modern central banking system and improve the macro⁃prudential regulation framework;the second is to build an effective financial supervision system in an all⁃round way and strengthen the rule of law in the financial field;the third is to focus on financial development and improve the ability of finance serving the real economy;the fourth is to promote the coordination of investment and financing functions of the capital market and give full play to the hub function of the capital market;The fifth is to promote high⁃level financial opening to the outside world and help the global layout of Chinese modernization;and the sixth is to adhere to the centralized and unified leadership of the CPC Central Committee and explore the road of financial development with China characteristics.Compared with previous literature,this paper focuses on the guiding role of the communique of the third plenary session of the 20th CPC Central Committee in financial reform,and analyzes the key points of this financial system reform in combination with the current financial development situation in China,to provide path reference and practical guidance for financial system reform and Chinese modernization.This paper explains the internal logic of promoting Chinese modernization through deepening financial system reform and clarifies the core requirements and key points of financial system reform,which is helpful for the financial industry to formulate more targeted policies under the guidance of the spirit of the Third Plenary Session of the 20th CPC Central Committee and better guide the financial industry to promote financial system reform.
