高校教师违反职业行为现象剖析与改进策略——以教育部曝光案例为视角

Analysis and Improvement Strategies for the Phenomenon of University Teachers Violating Professional Conduct:A Perspective from Cases Exposed by the Ministry of Education

摘要 为进一步加强师德师风建设,教育部于2018年11月印发并实施《新时代高校教师职业行为十项准则》,要求各地各校认真执行,加大查处力度,公开通报违规行为。自2019年4月至2023年8月,教育部共公开曝光了35起违反高校教师职业行为十项准则的典型案例,其发生原因涉及个人、组织与社会等层面。这些案例中的行为不仅玷污学校声誉、损害学生权益、破坏学术生态,还侵蚀了高校的职责使命。针对这些问题,应进一步深入学习贯彻《新时代高校教师职业行为十项准则》,采取加强学校文化建设,完善学校心理服务体系建设,完善投诉、举报和申诉机制,促进家校社协同育人,强化法治建设,严格公正执法等预防和改进措施。 In order to further strengthen the construction of teachers’ethics and style,the Ministry of Education issued and implemented the“Ten Norms for Professional Conduct of University Teachers in the New Era”on November 8,2018,requiring all local schools to seriously implement it,strengthen investigation and punishment,and publicly report violations.From April 2019 to August 2023,the Ministry of Education has publicly exposed 35 typical cases of violating the Ten Norms for Professional Conduct of University Teachers,which involve individual,organizational,and social levels.The behaviors in these cases not only tarnish the reputation of the school,infringe on the rights and interests of students,and disrupt the academic ecology,but also erode the responsibilities and missions of universities.In response to these issues,it is necessary to further study and implement the“Ten Norms for Professional Behavior of College Teachers in the New Era”,and take preventive and improvement measures such as strengthening school culture construction,improving the school psychological service system,improve the mechanism for complaints,reporting and appeals,promoting joint education between home,school,and society,strengthening legal construction,and strictly enforcing the law.
