摘要
构建研究生教育治理共同体是新时代研究生教育治理的“善治”标尺,也是推动中国式研究生教育治理体系和治理能力现代化的内在要求。作为推动新时代研究生教育治理体系构建的内在力量,研究生教育治理共同体的实质就是尊重多元主体的话语权利,促进研究生、市场、政府等多主体话语相互联结,形成研究生教育治理共同体话语多元素的兼合。研究生教育治理共同体的话语呈现出主体话语、制度话语、“双耦”话语的运行逻辑,对其的建构主要在于把握研究生教育治理体系过程中的主要矛盾,实施研究生教育治理主体、系统、机制、保障、成果等不同话语要素的交互、协调、融合,从而形成研究生教育治理体系共建共治共享的发展格局。
The construction of graduate education governance community is the yardstick of“good governance”of graduate education in the new era,and it is also an inherent requirement to promote the modernization of the Chinese-style graduate education governance system and governance capacity.The graduate education governance community is the internal force to promote the construction of the graduate education governance system in the new era.Its essence is to respect the discourse rights of multiple subjects,promote the interconnection of multi-subject discourses such as graduate students,the market,the government,and form the combination of multiple elements of the discourse of the graduate education governance community.The discourse of graduate education governance community follows the operation logic of subject discourse,institutional discourse and“dual”discourse.Its construction mainly lies in grasping the main contradictions in the graduate education governance system and implementing the interaction,coordination and integration of different discourse elements such as subject,system,mechanism,guarantee and outcome of graduate education governance.Thus,a development pattern of co-construction,co-governance and sharing of the graduate education governance system can be formed.
