信息化视域下职业院校党员档案管理初探

On the Management of the Party Member Archives in Vocational Colleges from the Perspective of Information Technology

随着信息技术的迅猛发展,《中华人民共和国档案法》《中华人民共和国档案法实施条例》的相继修订、出台,全国组织系统信息化工作规划的发布,党员档案管理数字化已成为推动职业院校党组织建设高质量发展的关键一环,是推动职业院校学校治理水平提升的有效举措,可促使职业院校更好选人用人,以及提升职业院校档案管理水平。传统的党员档案管理模式已无法满足现代职业院校治理和党建工作需求,面对目前党员档案管理中存在的党员档案管理干部队伍建设有待加强、党员档案材料不规范、党务信息系统功能不完善等问题,职业院校应从加强党务工作者干部队伍建设、建立健全党员档案管理机制、提升纸质党员档案管理质量、提升纸质档案数字化质量、优化完善党建、党务工作系统等方面出发,探索总结提升党员档案管理质量的有效路径。

With the rapid development of information technology,the revision and promulgation of the Archives Law of the People’s Republic of China and the Implementing Regulations of the Archives Law of the People’s Republic of China,as well as the release of the national organization system’s information technology work plan,the digital management of the Party member archives has become a key component in promoting the high-quality development of the Party organization construction in vocational colleges,and an effective measure to enhance the governance level of vocational colleges,which will facilitate better selection and employment of personnel and improve the archive management standards in vocational colleges.The traditional management model of the Party member archives has been unable to meet the needs of modern vocational college governance and the Party building.Confronted with the current issues in the management of the Party member archives,such as the need to strengthen the construction of the cadre team responsible for managing the Party member archives,the irregularity of the Party member archive materials,and the imperfect functionality of the Party affairs information system,vocational colleges should explore and summarize effective ways to improve the quality of the Party member archive management by strengthening the construction of the cadre team of the Party affairs workers,establishing and improving the management mechanism of the Party member archives,enhancing the quality of paper-based Party member archive management,improving the quality of digitization of paper-based archives,and optimizing and improving the Party building and the Party affairs work system.
