城市社区治理的数字化转型——以H市为例

Research on the Digital Transformation of Urban Community Governance——Taking H City as an Example

城市社区管理现代化是市域社会治理现代化试点工作的重要内容。随着人类社会进入数字化时代,推进城市社区治理数字化转型,构建与大数据时代发展相适应的现代化社区管理体系,将成为推进城市治理现代化的重要之举。为了进一步了解H市社区治理数字化发展现状,文章对H市若干名社区管理人员进行访谈调研。调研结果显示,H市社区治理数字化发展中目前存在技术基础设施薄弱、居民数字素养不足、数据整合共享困难、数据安全保护有待加强等问题。基于此,文章针对性提出了创新资金机制,加强信息基础设施建设;弥合数字鸿沟,全面提升居民数字素养;打破数据孤岛,构建统一的数据共享平台;强化数据安全保障体系,充分保护居民隐私等具体建议。

Modernization of community management is a vital part of the pilot work for the modernization of municipal governance.As human society enters the digital era,accelerating the digital transformation of urban community governance and building a modern management system that is compatible with the progress of big data is an important move to advance the modernization of urban governance.In order to further grasp the current status of digital development in H city,this article conducted interviews and research with several community managers.The research findings show that there are currently issues such as imperfect technological infrastructure,insufficient digital literacy of residents,difficulties in data integration and sharing,and the need to strengthen data security.In view of this,suggestions are put forward in terms of developing a new funding mechanism and strengthening the construction of information infrastructure;bridging digital divide and comprehensively enhancing residents'digital literacy;breaking down data silos and building a unified data sharing platform;strengthening data security protection in order to safeguard residents'privacy.
