基于系统思维的高校附属医院廉政风险防控体系构建研究

Research on the Construction of Anti-corruption Risk Prevention and Control System in University Affiliated Hospitals Based on System Thinking

系统思维作为一种科学思维范式,与高校附属医院廉政风险防控体系建设存在高度的耦合性。以系统思维指导廉政风险防控体系建设,有助于高校附属医院实现对廉政风险防控体系建设的前瞻性思考、全局性谋划和整体性推进。当前,高校附属医院在廉政风险防控体系建设中存在系统意识不强、系统推进不足、建设内容不全、协同发力不够等问题。因此,高校附属医院必须正视问题,从强化廉政风险防控体系建设“责任共同体”,把握推进廉政风险防控体系建设的“框架结构”,完善促进廉政风险防控体系建设贯通联动的机制等方面下功夫,推动医院廉政风险防控体系建设走深走实、见行见效。

As a scientific thinking paradigm,systematic thinking has a high degree of coupling with the construction of integrity risk prevention and control system of university affiliated hospitals.Strengthening the construction of the anti-corruption risk prevention and control system with systematic thinking will help the hospitals affiliated to universities to realize forward-looking thinking,overall planning and overall promotion of the construction of the anti-corruption risk prevention and control system.At present,there are some problems in the construction of the anti-corruption risk prevention and control system of the affiliated hospitals of universities,such as weak system awareness,insufficient system promotion,incomplete construction content,and insufficient coordination.Therefore,the affiliated hospitals of universities must face up to the problem,strengthen the“community of responsibility”for the construction of the anti-corruption risk prevention and control system,grasp the“framework structure”for promoting the construction of the anti-corruption risk prevention and control system,and improve the mechanism for promoting the construction of the anti-corruption risk prevention and control system,so as to promote the construction of the hospital anti-corruption risk prevention and control system.
