摘要
立足中国制度情境并扎根于典型案例的区域协作治理研究层出不穷,但以往研究较少涉及区域协作治理背后的领导力微观因素。以元治理为视角,在探讨关系型领导力理论的基础上,运用扎根理论方法对长三角生态绿色一体化发展示范区的协作治理案例进行研究,发现关系型领导力作为“干预”型元治理方式的体现,在区域协作治理过程中主要表征为让权策略、共信策略、学习策略、叙事策略四类领导形态的动态组合。其在区域协作治理的初始阶段推动边界突破与身份转化,在深化阶段推动冲突化解与行动耦合,在自组织阶段推动共同意识与集体行动。
Studies on regional collaborative governance based on China's institutional context are abundant,but the leadership rationale behind regional collaborative governance is rarely discussed.From the perspective of meta-governance,based on the theory of relational leadership,this paper applies the grounded theory method to study the case of collaborative governance in the demonstration zone of green and integrated ecological development of the Yangtze River Delta.It is found that relational leadership,as the embodiment of “hand-on” meta-governance,is mainly represented by the dynamic combination of conciliation strategy,shared trust strategy,learning strategy and narrative strategy in the process of promoting collaborative governance.These leadership actions promote boundary spanning and identity transformation in the initial stage,conflict resolution and action coupling in the deepening stage,and common consciousness and collective action in the self-organization stage.
