当前,世界百年未有之大变局加速演进,新一轮科技革命和产业变革深入发展,国际政治经济格局深刻调整。作为深度链接全球的国际大都市,上海历来走在中国改革开放的最前沿。面对复杂的外部环境,上海必须以自身努力的确定性有效应对外部环境的不确定性,着力深化高水平改革开放,推动高质量发展,加快“五个中心”建设,强化“四大功能”,不断开创未来发展的新局面。

In the world today,profound changes unseen in a century are evolving at a faster pace.A new round of scientific and technological revolution and industrial transformation is well under way,and the international political and economic landscape has been undergoing profound adjustments.As an international metropolis with close links to the world,Shanghai has always been at the forefront of China's reform and opening-up.Confronted with a complicated external environment,Shanghai should focus on advancing high-standard reform and opening-up and promoting high-quality development to address uncertainties of the external environment.In particular,the city should step up its efforts to build itself into an international economic,financial,trade,shipping and sci-tech innovation center and strengthen its role in global resource allocation,breeding innovation,leading high-end industries and as the hub and gateway of opening-up so as to continuously break new ground for future development.
