摘要
建设具有世界影响力的社会主义现代化国际大都市,是上海城市发展的战略目标。过去40多年是上海建设国际大都市的初级阶段,面向2035年和2050年,上海需要进一步提高其世界影响力。对于什么是“具有世界影响力”,这值得进行理论探讨。本文对国际大都市及其相关概念进行梳理和溯源,回顾上海自主建设国际大都市的历史进程,描述上海建设国际大都市的已有成效和存在的问题。在此基础上,提出由全球经济竞争力和城市可持续性竞争力两个维度组成的国际大都市双元竞争力概念模型,认为上海需不断强化强全球经济竞争力和强可持续性竞争力的双强象限,才能在新的高度上建设社会主义现代化的引领型国际大都市。
Building a modern socialist international metropolis with global influence is the strategic goal of Shanghai's urban development.The past 4 decades is the initial stage for Shanghai to build an international metropolis.In the next stage towards 2035 and 2050 the task for Shanghai would be to raise its global influence.It is,therefore,necessary to explore what“having global influence”means.This article traces the origin of the term“international metropolis”and related concepts,reviews the history of Shanghai in its construction of an international metropolis,and presents Shanghai's achievements and existing problems in the process of building an international metropolis.This article then proposes a conceptual model of dual competitiveness for an international metropolis.The model consists of two dimensions:global economic competitiveness and urban sustainable competitiveness.This article argues that Shanghai should develop both strong global economic competitiveness and strong sustainable competitiveness so as to build a leading modern socialist international metropolis from a new height.
