摘要
在部分高校、科研院所开展自主确定主系列专业技术岗位结构比例试点,是事业单位人事制度改革的一项创新尝试。江苏省某研究院作为先期省属试点单位之一,在自主设岗试点中,根据“三定”方案和院战略发展规划,区分主、辅系列专业技术岗位,构建岗位结构比例模型;从专业技术能力发展和公益职能履行的角度,明确各级各类岗位职责和能力需求;通过完善“竞聘上岗”“多维激励”“立体评价”等机制,有机整合岗位聘任、考核评价、表彰奖励、福利保障、教育培训等规章制度,形成全面的人事管理体系,规范引导各级各类人员立足岗位干事创业。
The pilot program of independently determining the professional and technical post proportions in certain colleges,universities and research institutes is an innovative attempt in the reform of personnel systems in public institutions.As one of the early provincial pilot units,a certain research institute in Jiangsu Province,in the pilot program of independently setting posts,differentiated the main and auxiliary series of professional and technical posts based on the“three fixed”plan and the institute's strategic development plan,and constructed a post structure proportion model;clarified the responsibilities and ability requirements of various levels and types of posts from the perspective of developing professional and technical capabilities and fulfilling public welfare functions;organically combined the rules and regulations of post appointment,assessment and evaluation,commendation and reward,welfare guarantee,education and training by improving mechanisms such as“competitive recruitment”,“multi-dimensional incentive”and“three-dimensional evaluation”,and formed a comprehensive personnel management system to standardize and guide personnel of all levels and types to work and start businesses based on their posts.
