独立学院退出办学中的教学质量风险以及对策

Analysis and Countermeasures of Teaching Quality Risks During the Withdrawal of Independent Colleges from Running Schools

基于风险管理理论,以江苏省J学院为例,从保障学生学习权益角度出发,剖析民办高校和独立学院在转设过程中面临的教学质量风险及风险防范举措,提出独立学院终止办学过渡期的教学质量风险分为教育教学秩序不稳定风险、课程教学质量下降风险、实践教学资源匮乏风险、学生学业发展缺乏保障风险、校园文化氛围缺失风险五个方面。结合J学院转设实践,提出应尽快建立健全独立学院退出机制的法律法规、构建独立学院教学质量风险预警机制、充分依托母体学校资源完成转设工作等的策略,为有效预防独立学院转设过渡期间的教学质量风险提供思路。

Based on the risk management theory,this paper takes J College in Jiangsu Province as an example to analyze the teaching quality risks and risk prevention measures faced by private colleges and independent colleges in the process of transformation from the perspective of protecting students’learning rights and interests,and proposes that the teaching quality risks of independent colleges in the transition period of terminating school running are divided into the risk of unstable education and teaching order,the risk of declining curriculum teaching quality,the risk of lack of practical teaching resources.From the five aspects of student academic development risk and campus cultural atmosphere loss risk,we will follow the exit system of“pre warning,intervention in the process,and post guarantee”to achieve standardized,stable,and orderly transformation of independent colleges.Based on the practice of J College’s transformation,it is proposed to establish and improve laws and regulations for the exit mechanism of independent colleges as soon as possible,establish a warning mechanism for teaching quality risks in independent colleges,and fully rely on the resources of the parent school to complete the transformation work,in order to effectively prevent teaching quality risks during the transition period of independent college transformation.
