摘要
加快发展新质生产力,推进战略性新兴体育产业和未来体育产业高质量发展是构建创新发展格局的迫切要求。运用文献分析、理论分析、比较分析等研究方法,重点对新质生产力赋能体育产业高质量发展的内涵意蕴、现实挑战及推进方略进行具体分析。1)理论阐释基于“国家战略”引领驱动劳动者(高素质创新人才)、劳动资料(科技创新)、劳动对象(战略性新兴产业)三者有机融合,培育形成具有高附加值、高质量、高水平、高效率战略性新兴体育产业发展新质态的内涵意蕴;指出了体育产业高质量发展中面临的产业挑战、科技挑战、要素挑战和制度挑战。2)围绕体育产业新质生产力内涵,运用“政府—市场—社会”三要素互补性的协同机制,提出推进方略,政府维度:打造战略性新兴体育产业高质量发展的“创新型政府”;市场维度:立足体育产业微观经营主体,构筑高质量的现代体育产业体系;社会维度:激发社会主体体育消费的增长动能。
Accelerating the development of new productive forces and promoting the high-quality development of strategic emerging sports industries and future sports industries are urgent requirements for building an innovative development pattern.Therefore,using research methods such as literature review,theoretical analysis,and comparative analysis,this paper focuses on the specific analysis of the connotation,practical challenges,and promotion strategies of the new productive forces empowering the high-quality development of the sports industry.1)Theoretical interpretation is based on the organic integration of"national strategy"to drive the development of workers(high-quality innovative talents),means of labor(scientific and technological innovation),and objects of labor(strategic emerging industries),cultivating a new connotation of the development of strategic emerging sports industries with high added value,high quality,high level,and high efficiency.It points out the industrial challenges,technological challenges,factor challenges,and data challenges faced in the high-quality development of the sports industry.2)Focusing on the connotation of new productive forces in the sports industry,using a collaborative mechanism of"government-market-society"as three complementary elements,this paper proposes the government dimension of building an"innovative government"for the high-quality development of strategic emerging sports industries,the market dimension of building a high-quality modern sports industry system based on the micro-management entities of the sports industry,and the social dimension of stimulating the growth momentum of sports consumption among social entities.
