摘要
重大铁路工程是一个多方参与的复杂巨系统,建设过程中的风险复杂多变。为提升重大铁路工程的风险防控能力,基于韧性理论,提出基于风险防控的韧性管理模型和重大铁路工程韧性建设管理模式框架。基于利益相关者理论,提出面向重大铁路建设一体化虚拟组织结构模型。构建基于“组织管理一体化+项目管理智能化”的韧性建设管理模式,将风险防控融入组织管理体系中,体现为通过一体化提升组织结构的韧性和组织面临风险挑战的应变能力,智能化技术助力组织的协同作战能力,并在此基础上分析以契约关系、行政关系和信任关系治理为基础的韧性管理运行机制,研究成果可为重大铁路工程建设的风险防控提供理论支撑和决策思路。
Major railway projects are large-scale,complex systems involving multiple stakeholders,and the risks during the construction process can be multifaceted and constantly evolving.To enhance the risk prevention and control capabilities in such projects,according to resilience theory,the study proposed a resilience management model based on risk prevention and control and outlined a framework for resilience construction management mode in major railway resilience construction projects.Using stakeholder theory,an integrated virtual organizational structure model for major railway construction was introduced.The resilience construction management mode combined organizational management and intelligent project management,embedding risk prevention and control into the organizational management system.This approach enhanced the resilience of organizational structure,strengthened its capacity to respond to risks and challenges,and leveraged intelligent technologies to boost collaborative capabilities.Additionally,the operational mechanism of resilience management was analyzed,which was governed by contractual,administrative,and trust-based relationships.The research results provide theoretical insights and decision-making strategies for risk prevention and control in major railway projects.
