中国式现代化城乡融合发展的机制优化与效力提升——解码共同富裕“浙江经验”

Mechanism Optimization and Effectiveness Enhancement of Urban-rural Integration Development in the Context of Chinese-style Modernization:Decoding“Zhejiang Experience”for Common Prosperity

城乡融合发展是中国式现代化在城镇化方面的集中体现,是消解传统城乡二元分置惯性,促进区域生产力均衡,构建新型城乡关系的重要支撑,同时也是推进乡村振兴战略实施和实现共同富裕的重要抓手。本文在结合浙江省多年的城乡融合发展行动实践的基础上,以“理论认知—差异辨识—体系重构”为逻辑主线,以浙江的城市融合发展相关案例为基本参照,着重阐释浙江在城乡融合发展进程中已经取得的新成就,面临的新挑战,突破的新方向。从新型城镇化和乡村振兴两大战略出发,聚焦新时代浙江城乡融合发展的机制优化与效力提升,通过破除城乡空间体制性障碍、促进市场化的机制效力、完善公共基础设施建设和公共产品供给等措施推进共同富裕的先行示范,继而为全国城乡融合工作的推进提供新的研究范式和理论参考,也对全国城乡融合发展提供借鉴和参考。

Urban-rural integration development is a concentrated manifestation of Chinese-style modernization in the context of urbanization.It is an important support for dissolving the traditional urban-rural dichotomy,promoting the balance of regional productive forces,and establishing a new type of urban-rural relationship.It is also a crucial lever for advancing the implementation of the rural revitalization strategy and achieving common prosperity.Based on years of practice in urban-rural integration development in Zhejiang Province,this paper follows the logical thread of“theoretical cognition-differentiation identification-system reconstruction”and uses relevant cases of urban integration development in Zhejiang as basic references.It emphasizes the new achievements Zhejiang has made in the process of urban-rural integration development,the new challenges it faces,and the new directions it is exploring.Starting from the two major strategies of new urbanization and rural revitalization,the paper focuses on the optimization of mechanisms and enhancement of effectiveness in urban-rural integration development in Zhejiang in the new era.It advocates for advancing the demonstration of common prosperity by removing institutional barriers in urban-rural space,promoting market-driven mechanism efficiency,and improving the construction of public infrastructure and supply of public goods.This study aims to provide a new research paradigm and theoretical reference for promoting urban-rural integration nationwide,offering insights and references for the development of urban-rural integration across China.
