Optimization Synergy and High-efficiency is the independent theoretical framework for understanding the institutional reform with Chinese characteristics in the new era.It follows the basic principles of organizational management and demonstrates the theoretical contribution of the independent local knowledge system of China's institutional reform.The study elucidates the theoretical connotation and core framework of optimizing,synergizing,and enhancing efficiency,conducting an empirical analysis of the party and state institutional reform plan in 2023 from dimensions such as“institutional setup,function allocation,system mechanisms,and operational management.”The study finds that this round of institutional reform has strengthened the centralized and unified leadership of the Party Central Commitee in terms of institutional setup,improved the leadership system and mechanisms for major work,and enhanced the execution force of government institutions.In terms of function allocation,it has optimized and perfected the responsibility system of party commitees and government departments in key areas,reducing the issues of overlapping responsibilities,dispersion,and multi-headed management.In terms of system mechanisms,it has clarified the responsibility relationships between party and government institutions and improved the leadership management operation mechanisms.In terms of operational management,it has coordinated the central and local institutional reforms,streamlined personnel establishment,and built an efficient organizational system.The value implication of the optimization synergy and high-efficiency theoretical framework lies in providing a theoretical basis for the transformation of public organizations in the process of advancing the modernization of the national governance system and capabilities,providing an operational guide for establishing the main framework of the party and state institutional function system,and providing evaluation criteria for scientifically judging the effectiveness of institutional reforms and continuously optimizing reforms.
