近年来,在贸易保护主义、霸权主义、强权政治等逆全球化思潮泛滥的大变局下,全球治理面临空前挑战,特别是俄乌冲突的升级与持续,加大了全球以及地区之间的大国博弈,全球能源危机、粮食危机、供应链危机日益加剧,全球发展治理不充分不平衡问题更加凸显。面对这一时代课题,习近平提出了构建人类命运共同体的重大理念,倡导建设持久和平、普遍安全、共同繁荣、开放包容、清洁美丽的世界,为构建新型国际关系贡献了中国方案、为变革全球治理体系提供了新方向、为人类文明发展擘画了美好蓝图。人类命运共同体的思想内涵、时代价值、实践维度也成为了中国积极应对全球治理困境的话语新范式。

In recent years,under the great changes of anti-globalization trends such as trade protectionism,hegemonism and power politics,global governance has faced unprecedented challenges,especially the escalation and continuation of the Russia-Ukraine conflict,which has increased the global and regional power game,the global energy crisis,food crisis and supply chain crisis are intensifying,and the problem of inadequate and unbalanced global development governance has become more prominent.In the face of this topic of the times,President Xi Jinping has put forward the major concept of building a community with a shared future for mankind,advocating for the construction of a“world of lasting peace,universal security,common prosperity,openness,inclusiveness,cleanliness,and beauty”,which has contributed China’s solutions to building a new type of international relations,provided new directions for reforming the global governance system,and drawn a beautiful blueprint for the development of human civilization.The ideological connotation,times value and practical dimension of the community with a shared future for mankind have also become a new discourse paradigm for China to actively respond to the dilemma of global governance.
