摘要
为了科学评估农路建设项目的绩效水平,提出了基于改进IAHP-集对分析理论的农路建设项目绩效评价方法。先分析建设管理、资金管理、工程效果、生态环境及经济社会效益对农路建设项目绩效水平的影响,构建了农路建设项目的绩效评价指标体系;然后采用专家可信度,改进区间层次分析法(IAHP)的区间权重值;最后应用集对分析理论中三元联系数,将区间权重值转换为精确权重值,并建立适用于农路建设项目的绩效评价方法。以河南省农路建设项目为实例,对农路建设项目的绩效水平进行综合评价,判断其绩效水平等级及发展趋势,提出了对应的农路发展的建议和方向,以期为农路建设提供理论依据。
In order to scientifically evaluate the performance level of rural road construction projects,a performance evaluation method for rural road construction projects based on improved IAHP-set analysis theory is proposed.Firstly,the impacts of construction management,capital management,project effect,ecological environment and economic and social benefits on the performance level of rural road construction projects were analyzed,and a performance evaluation index system for rural road construction projects was constructed.Then,the expert credibility was used to improve the interval weight value of the interval analytic hierarchy process(IAHP).Finally,ternary connection number in Set Pair Analysis(SPA)theory was applied to convert interval weight value into precise weight value,and a performance evaluation method suitable for rural road construction projects was established.Taking the rural road construction projects in Henan province as a case study,the performance level of the rural road construction projects was comprehensively evaluated,and their performance levels and development trends were judged.corresponding suggestions and directions for the planning and development of rural roads were proposed,providing a theoretical basis for the construction of rural roads.
