摘要
“双减”政策的实施是我国基础教育改革进入深水区的重要标志,是我国提升基础教育质量、促进学生全面发展的重要举措。“双减”政策实施3年多以来,从政策执行的角度思考,可以发现目前“双减”政策执行尚存在困境。以公共政策执行循环模型为分析框架研究发现,当前“双减”政策执行深受政策本身、资源分配、执行机构和多层次因素的共同影响。基于公共政策执行循环模型各阶段特点,并结合“双减”政策现存困境,“双减”政策的执行应充分依托信息化数字资源、协调普职教育差异、构建合理政绩观、优化多方不足,从而保障“双减”政策的有效落实。
The implementation of the“double reduction”policy is an important sign that China’s basic education reform has entered a deep water zone,and is an important measure to improve the quality of basic education and promote the comprehensive development of students in China.It has been more than two years since the imple⁃mentation of the“double reduction”policy.From the perspective of policy implementation,it can be found that there are still difficulties in the current implementation process of the“double reduction”policy.Based on the analysis framework of the public policy implementation cycle model,it is found that the current implementation of the“double reduction”policy is deeply influenced by the policy itself,resource allocation,implementation institu⁃tions,and multi-level factors.Based on the characteristics of each stage of the public policy implementation cycle model and combined with the existing difficulties of the“double reduction”policy,the implementation process of the“double reduction”policy should fully rely on information technology digital resources,coordinate the differ⁃ences in general vocational education,build a reasonable performance view,and optimize the shortcomings of mul⁃tiple parties,in order to ensure the effective implementation of the“double reduction”policy.
