中国体育彩票地市级销售综合指数体系的构建与应用

Construction and Application of China Sports Lottery Sales Composite Index System at Prefecture-Level Cities

在此前研究基础上,以7个代表性省份共114个地市为研究对象,构建了中国体育彩票地市层面的销售综合指数体系,从市场开发程度、资金筹集效率和地市均衡状况三方面考察了体育彩票销售质量及变动趋势。相应结果通过了较为严格的稳健性检验。研究表明,各地市体育彩票销售业绩提升的同时,在上述三方面也都实现了较高的销售质量;垂直和分级两种管理模式对体育彩票销售的影响不同,当前垂直管理模式的优势更为明显;一些风险隐患不容忽视,部分地市体育彩票市场开发过度,绝大部分地市体育资金筹集效率相对不高,个别省份各地市销售风险普遍较高,体育彩票游戏结构不尽合理。为实现中国体育彩票更高质量的发展,建议各级体育彩票机构推广和应用地市级的销售综合指数体系,优化体育彩票游戏结构,防范重大风险事件,完善地市级彩票机构管理模式,加强跨地区和跨领域交流合作,提升社会各界对体育彩票的认可度和美誉度。

Building on previous research,this study examines 114 prefecture-level cities across seven representative provinces to establish a sales composite index system at prefecture-level for China Sports Lottery.The system evaluates sports lottery sales quality and trends in three key areas:market development,fundraising efficiency,and prefecture-level balance condition.The results have undergone rigorous robustness test.The study reveals that as sports lottery sales performance in prefecture-level cities improves,sales quality has also achieved significant gains across above three areas.The influence of vertical versus tiered management models on lottery sales differs,with the vertical management model showing clear advantages at present.However,several risks warrant attention:Over-development lottery markets in some prefecture-level cites,relatively low fundraising efficiency in most prefecture-level cities,heightened sales risk in certain province,and an overall suboptimal structure of lottery games.To foster the high-quality development of China Sports Lottery,it is recommended that lottery institutions at all levels adopt and apply the composite sales index system at prefecture-level,optimize the structure of lottery games,mitigate major risks,refine the management models of prefecture-level lottery institutions,enhance cross-regional and cross-sector collaboration,and improve public recognition and reputation of the Sports Lottery.
