摘要
绩效评价是推动“双高计划”建设的重要举措,政府的顶层驱动力、市场的外在驱动力和高职院校的内在驱动力构成其动力机制。目前,绩效评价虽然取得了显著的成效,但是也出现了实践偏差,包括偏重显性指标,偏离建设初衷;偏重当前成效,办学行为功利化;科层式项目管理,削弱基层组织治理能力。从加强评价的诊断和发展性功能,强化落实立德树人根本任务,处理好点和面、近与远的关系,以及加强绩效管理制度建设四个方面提出回归路径。
Performance appraisal is an important measure to promote the construction of"double-high plan".The top driving force of the government,the external driving force of the market and the internal driving force of higher vocational colleges constitute its driving mechanism.At present,although the performance appraisal has achieved remarkable results,there are also practice devia⁃tions,including emphasizing explicit indicators and deviating from the original intention of construction;laying emphasis on the current results,andschool behavior utilitarian;hierarchical project management weakening the governance ability of grassroots or⁃ganizations.The regression paths are put forward from four aspects:strengthening the diagnostic and developmental functions of ap⁃praisal,strengthening the implementation of the fundamental task of building moral and cultivating people,handling the relation⁃ship between point and surface,near and far,and strengthening the construction of performance management system.
