摘要
易地搬迁安置是实现区域协调发展的重要举措,但安置社区治理成效影响着搬迁群众的可持续发展。研究聚焦乡村振兴背景下凉山州易地搬迁安置社区治理,构建“宜居”“宜业”和“治理有效”三维评价指标体系,运用田野调查数据,系统评估了安置社区治理在深度融入、就业稳定以及协同治理等方面的成效和短板。研究表明,链接不深入、就业不稳定、治理不协同、区域差异大是当前的突出问题,并提出以民族文化凝聚社区、以特色产业促进就业、以党建引领提升治理、以优化配置推进均衡等优化建议,以期为构建现代乡村社区治理体系提供参考。
Relocation and resettlement programs are crucial initiatives for achieving coordinated regional development,and the efficacy of governance in resettlement communities significantly impacts the sustainable development of the displaced population.This paper focuses on the governance of relocation and resettlement communities in Liangshan Prefecture within the context of rural revitalization.It constructs a three-dimensional evaluation framework encompassing"livability,""employment suitability,"and"effective governance."On the basis of field survey data,the paper systematically assesses the achievements and shortcomings of resettlement community governance in terms of deep integration,employment stability,and collaborative governance.The findings reveal that the currently prominent challenges include insufficient linkages,unstable employment,uncoordinated governance,and significant regional disparities.The study proposes optimization strategies such as fostering community cohesion through ethnic cultural heritage,promoting employment through local-based industries,enhancing governance through Party leadership,and advancing balanced development through optimized resource allocation.These recommendations aim to provide insights for establishing a modern rural community governance system.
