摘要
文章将国家新一代人工智能创新发展试验区试点政策作为外生性冲击事件,基于2016—2022年的中国省级面板数据,实证检验该试点政策对新质生产力的影响效应及作用机制。研究发现:第一,试点政策显著促进了新质生产力发展,该结论在经过一系列稳健性检验后依然成立。第二,数据要素配置在试点政策赋能新质生产力的过程中具有显著的中介效应,尤其是在数据传播共享和数据应用环境方面最为突出。第三,试点政策对新质生产力的影响存在显著的异质性特征,在东部地区、高信息化水平地区和高政府干预程度地区,试点政策对新质生产力的赋能效果更为明显。第四,试点政策对新质生产力的影响具有空间溢出效应,可有力推动邻近地区新质生产力的提升。
This paper takes the pilot policy of the national new-generation artificial intelligence innovation and development pilot zone as an exogenous impact event to empirically test the effect and mechanism of the policy on new quality productivity based on China’s provincial panel data from 2016 to 2022.The research findings are as follows:First,the pilot policy has signifi-cantly promoted the new quality productivity development,and this conclusion remains valid after a series of robustness tests.Sec-ond,data factor allocation has a significant mediating effect in the process of the pilot policy empowering new quality productivity,especially in the data dissemination and sharing,and data application environment.Third,the influence of the pilot policy on new quality productivity has obvious heterogeneity,and in the eastern region and the regions with high level of informatization and the high degree of government intervention,the empowerment effect of pilot policy on new quality productivity is more obvious.Final-ly,the impact of the pilot policy on new quality productivity has a spatial spillover effect,which effectively promotes the improve-ment of new quality productivity in neighboring regions.
