摘要
交通综合治理是大中型城市缓解交通拥堵、提升出行体验、促进交通高质量发展的重要抓手。深圳市从20世纪90年代至今,共开展了六轮交通综合治理,通过每轮交通综合治理的开展背景、治理重点与治理策略,总结出交通综合治理成功实施的3个关键因素,即近远结合的规划方案指导、强有力的体制机制统筹协调及长期坚持、滚动开展的毅力。最后,提出深圳市在存量发展阶段开展交通综合治理的方向与策略。
Comprehensive traffic treatment is essential for large and medium-sized cities to alleviate traffic congestion,enhance travel experiences,and improve high-quality development in transportation.Since the 1990s,Shenzhen has completed six rounds of comprehensive traffic treatment.By examining the background,focus,and strategies of each round,three key factors for the successful implementation of comprehensive traffic treatment have been identified,the guidance from planning schemes that combine short-term and long-term considerations;strong institutional mechanisms for overall coordination;and the perseverance to persistently carry out the management in a rolling manner.Finally,the direction and strategies are proposed for Shenzhen to conduct comprehensive traffic treatment in the stock development stage.
