摘要
随着志愿服务在社会治理中作用的日益凸显,枢纽型志愿服务组织作为政府创新管理模式,成为回应社会治理需求的主体之一,对当前推动社会治理体系和治理能力现代化有着非同寻常的意义。一方面,枢纽型志愿服务组织构建起政府与志愿服务队伍间的协同网络机制,在社会治理交又性和复杂性增强的情况下,有效推进“党委、政府、社会”三方步调一致的稳定发展;另一方面,在协助政府对各级志愿组织进行有效管理的同时,为各级志愿服务组织提供服务,推动志愿服务有效融入社会治理。本文以A市志愿服务联合会为考察对象,对枢纽型志愿服务组织的建构逻辑、功能定位进行探析,并对调研过程中出现的问题进行讨论,从做好向上沟通、加强内部建设、向下有效统筹三个方面提出建议,以期为其他地区枢纽型志愿服务组织的建构提供参考。
As the role of volunteerism in social governance becomes more and more prominent,hub-type volunteer service organisations have emerged as an innovative management model of the government and become one of the main bodies responding to the needs of social governance,which is of extraordinary significance to the current promotion of the construction of the social governance system and modernisation of the governance capacity.On the one hand,hub-type voluntary service organisations build up a synergistic network mechanism between the government and voluntary service teams,and effectively promote the stable development of the"party committee,government and society"in a synchronised manner when the intersectionality and complexity of social governance are increasing;on the other hand,while assisting the government in the effective management of voluntary service organisations at all levels,the organisations provide services for voluntary service organisations at all levels,and provide services to the government.On the other hand,while assisting the government in the effective management of volunteer organisations at all levels,it also provides services for volunteer organisations at all levels and promotes the effective integration of volunteer services into social governance.This paper takes the Volunteer Service Federation of City A as the object of investigation,explores the logic of the construction of hubtype volunteer service organisations,their functional positioning,and discusses the problems that emerged in the process of the research,and puts forward suggestions from the three aspects of good upward communication,strengthening internal construction,and effective downward co-ordination,with a view to providing references for the construction of hub-type volunteer service organisations in other regions.
