公立中医类医院信息化建设现状

Information Construction Status of Public Traditional Chinese Medicine(TCM)Hospitals

目的了解全国公立中医类医院信息化建设现状,为推进中医类医院信息化建设、助力中医类医院数字化转型提供借鉴参考。方法基于国家中医药管理局监测统计中心2023年公立中医类医院信息化发展水平调研数据,采用描述统计、卡方检验和多重响应分析结合交叉表卡方检验等方法,分析公立中医类医院信息化管理、信息化建设、信息化服务水平、信息化创新能力、信息化投入来源和网络安全管理等现状。结果中医类医院已设置信息化专职部门的占比91.84%。互联互通标准化成熟度测评结果一级和二级水平占比最高;电子病历系统应用水平分级集中在3级和4级。应用率最高的信息标准是ICD10。12项基础业务信息系统平均建设率80.00%以上,中医药特色系统建设率偏低。信息化建设资金来源以自筹为主。网络信息安全各项工作整体完成度较好。结论中医类医院基础业务信息系统和惠民服务功能建设逐步完善,但存在不同等级医院间信息化水平差距大、系统功能建设不全面、中医药特色不突出、联通共享程度低等问题。应以应用导向驱动创新发展,将中医类医院业务与信息技术深度融合,深入推进数据标准和联通共享工作,充分挖掘中医药数据价值。

Objective To understand the current situation of informatization construction of public TCM hospitals in China,and to provide reference for promoting the informatization construction of TCM hospitals and helping the digital transformation of TCM hospitals.Methods Based on the 2023 survey data on the development level of public TCM informatization by the Monitoring and Statistical Research Center.The current situation of informatization management,informatization construction,informatization service level,informatization innovation ability,informatization input sources and network security construction of public TCM hospitals was understood by using descriptive statistics,chi-square test and multiple response analysis combined with cross-table chi-square test.Results The hospitals involved in the survey have set up full-time information departments,accounting for 91.84%.The level 1 and level 2 levels accounted for the highest proportion of the evaluation results of the standardized maturity of hospital interconnection at all levels,and the application level of electronic medical record system was concentrated in level 3 and level 4.The information standard with the highest adoption rate is ICD10.The average construction rate of 12 basic information systems is more than 80.00%,but the construction rate of TCM characteristic information system is generally low.The capital source of informatization construction is mainly self-financing.The overall completion of the work of network information security is good.Conclusion Public TCM hospitals gradually improve the construction of basic business application information system and Huimin service function.However,there are still some problems,such as the large gap in the level of informatization between different levels of regions,the incomplete construction of information system functions,the lack of outstanding characteristics of TCM,and the low degree of connectivity and sharing.It is necessary to drive innovation and development with application orientation,deeply integrate the business of TCM hospitals with information technology,further promote data standards and connectivity and sharing,and fully tap the value of TCM data.
