过去几年,我国政府债务负担率、财政偿债率上涨较快,尤其是地方政府债务增长过快,财政债务利息支出也在不断增加,政府债务问题已成为现阶段我国经济可持续发展所必须面对的、影响着我国经济短期增长和长远发展的重要结构性问题。本文从我国政府债务规模、结构、效益发挥等方面作了系统梳理分析,并对我国政府债务未来的趋势作出研判,提出了从优化债务结构、提升债务资金使用效益、进一步建立健全我国债券市场等方面防范我国政府债务风险的建议。

In the past few years,China s debt-to-GDP ratio and financial debt repayment ratio have risen rapidly,especially the local government debt has increased fast,and the interest expense of financial debt is also increasing.The problem of government debt has become an important structural problem that must be faced with the sustainable development of China s economy at this stage,affecting the short-term growth and long-term development of China s economy.This paper makes a systematic analysis on the scale,structure and efficiency of China s government debt,and makes a study on the future trend of China s government debt,and puts forward suggestions on how to optimize the debt structure,improve the efficiency of debt funds utilization,further establish and perfect China s bond market to prevent the risk of China s government debt.
