基于国外对中国出口化妆品中防腐剂使用规定的研究

Research on the examining foreign regulations that govern the use of preservatives in Chinese cosmetic exports

以东盟、欧盟、美国、日本、国内的化妆品防腐原料法规要求为对象,通过对国内外法规、文献进行整理,重点综述了各国防腐原料的首要法规文件以及防腐原料管理方式,同时比较了国内行业常用防腐剂在各国的使用限量。东盟、欧盟、日本、国内均采用准用防腐剂清单管理方式,进行动态更新;美国未对防腐原料进行列表管理,仅对极个别原料进行了规定;苯氧乙醇在各国的使用限量均为1%。最后提出了在中国出口化妆品选用防腐原料的使用建议。

In order to gain an understanding of the regulatory requirements of cosmetic preservative raw materials in ASEAN,the EU,the US,Japan and China,domestic and foreign regulations and literature was collected.Our focus was on the overview of the primary regulatory documents of preservative raw materials in each country and the management of preservative raw materials.In addition,we compared the use limits of preservatives commonly used in the domestic industry in each country.The results demonstrate that ASEAN,the European Union,Japan,and the United States all have regulations governing the use of permitted preservatives.However,the European Union and Japan have dynamic updating mechanisms,while the United States does not.Additionally,the European Union and Japan have lists of permitted preservatives,while the United States does not.Finally,suggestions are put forward for the use of preservative materials in cosmetics exported from ChinaChina has proposed regulations governing the use of preservative raw materials for export cosmetics.
