输变电工程环境影响评价文件质量提升措施研究

Study on improving the quality of environmental impact assessment documents for power transmission and transformation projects

2019年9月20日,生态环境部发布《建设项目环境影响报告书(表)编制监督管理办法》(以下简称“《办法》”)。自《办法》实施以来,生态环境部门加强了输变电工程环境影响评价文件的复核。本文简要分析输变电工程环境影响评价文件存在的问题及其原因,重点提出环评单位质量提升措施和建设单位管控措施。

September 20,2019,The Ministry of Ecology and Environment issued the Measures for the Supervision and Administration of the Compilation of EIA documents of Construction Projects(hereinafter referred to as the"Measures").Since the implementation of the Measures,the ecological environment department has strengthened the review of EIA documents for power transmission and transformation projects.This paper intends to briefly analyze the problems and causes of the EIA documents of power transmission and transformation projects,and focus on putting forward measures to improve the quality of EIA documents.
