“十三五”以来江苏省太湖流域农业面源污染治理分析

Analysis of agricultural non-point source pollution control in Taihu Lake Basin of Jiangsu Province since the 13th Five-Year Plan

本文系统梳理了“十三五”以来,太湖和入湖河道水环境质量、流域农业面源结构,分析了农业面源治理存在的难点;从结构分布、政策保障、标准制定三方面分析近年来太湖流域农业面源治理已有的成绩,梳理农业面源主要治理措施和存在问题;分析了江苏省省级层面支持农业面源污染治理工程建设的资金政策。据此提出完善治理标准体系、强化资金保障力度、科学提高治理水平等建议,为后续农业面源政策制定、资金管理等提供借鉴。

This paper systematically reviews the water environmental quality of Taihu Lake and its inflowing rivers,as well as the structure of agricultural non-point source pollution in the Taihu Lake Basin since the 13th Five-Year Plan.It analyzes the difficulties existing in the control of agricultural non-point source pollution.From the aspects of structural distribution,policy guarantee,and standard formulation,the paper analyzes the achievements in the control of agricultural non-point source pollution in the Taihu Lake Basin in recent years,sorts out the main control measures and existing problems.It also analyzes the provincial-level fund policy of Jiangsu Province to support the construction of agricultural non-point source pollution control projects.Based on this,suggestions are put forward to improve the control standard system,strengthen the guarantee of funds,and scientifically improve the level of governance,providing references for the subsequent formulation of agricultural non-point source policies and fund management.
