摘要
本文立足于云南独特的地理气候条件和频发的小流域山洪灾害成因及特点,深入分析了“四预”能力建设现状,指出了存在的预警系统不完善、预报精度不高、预案实施灵活性不足、预演实战化水平有待提升等问题。针对这些问题提出了策略与建议,旨在增强云南小流域山洪灾害的预防和应对能力,保证防灾减灾工作的科学性和实效性,最大限度地减少山洪灾害对人民生命财产威胁和损害,以及对社会经济和生态环境的破坏。
This paper,based on the unique geographical and climatic conditions of Yunnan and the causes and characteristics of frequent mountain flood disasters in small watersheds,provides an in-depth analysis of the current state of the“four-prevention”capacity construction.It identifies issues such as an incomplete early warning system,low forecasting accuracy,insufficient flexibility in the implementation of contingency plans,and inadequate practical levels of rehearsals.In response to these issues,strategies and recommendations are proposed to enhance the prevention and response capabilities for mountain flood disasters in Yunnan’s small watersheds.The aim is to ensure the scientific and practical effectiveness of disaster prevention and mitigation efforts,minimizing the threat and damage of mountain floods to people’s lives and property,as well as reducing the negative impact on the social economy and ecological environment.
