Urban-rural Integration in the Context of High-quality Development:A Game Between Necessity and Reality——Analysis from the Perspective of Digital Governance

高质量发展着力推进区域协调与城乡融合,而人工智能与大数据的兴起加速了社会治理向数字化转型的进程,并塑造了新的城乡融合治理结构与模式。本文构建了“应然—实然—路径”的逻辑分析框架,在应然层面,数字治理能促进城乡融合进一步发展,展示出显著的技术赋能实践价值。但在实然层面,数字治理也面临问题与挑战。本研究旨在统筹硬件基础弥合城乡数字差距,重视人才提升乡村数治效能,优化数治考核内涵消解府际张力,从而推动高质量发展背景下的城乡融合走向纵深,为社会经济的全面进步提供强有力的支持。

This paper points out that the focus of high-quality development is on promoting regional coordination and urban-rural integration,while the rise of artificial intelligence and big data has accelerated the process of digitization in social governance,shaping new governance structures and modes for urban-rural integration.This paper constructs a logical analysis framework based on the"ideal-reality-path"approach.At the ideal level,digital governance can further advance urban-rural integration,demonstrating significant practical value through technological empowerment.However,at the practical level,digital governance also faces problems and challenges.This study aims to bridge the urban-rural digital divide by coordinating infrastructure development,enhancing rural digital governance efficiency through talent cultivation,and optimizing the content of digital governance assessments to alleviate intergovernmental tensions.These efforts will deepen urban-rural integration in the context of high-quality development,providing strong support for comprehensive social and economic progress.
