中国式现代化粮食安全政策:演化逻辑、文本特征与转型路径

Chinese-style modernized food security policies:evolutionary logic,textual characteristics and transformation path

中国式现代化下的粮食安全是以人民为中心的普遍安全,中国式粮食安全政策是基于人类社会现代化的一般规律和中国特色实践的演化结果。基于此,构建国家粮食安全政策演化的理论逻辑,运用政策文本工具,系统检视我国粮食安全政策演化的结构特征与路径特征。结果表明:第一,伴随着现代化演进,国家粮食安全政策从“保供稳产”配置政策逐步演化到促进粮食产业可持续发展“五维”结构政策,遵循着粮食安全与发展的辩证统一规律,蕴含着粮食安全政策演化的行为逻辑和功能逻辑。第二,中国式现代化下的粮食安全配置型政策数量呈边际递减,补偿型政策数量呈边际常量,激励型、再生型与永续型等政策数量呈边际递增,表明国家粮食安全政策演化具有从粮食市场安全到粮食产业安全的路径转型特征。因此,全面推进中国式现代化强国建设,必须遵循国家粮食安全政策演化特征规律,推动国家粮食安全体系与能力现代化建设的匹配政策改革,实现国家粮食安全保障更高质量更高水平战略目标。

Food security in the context of Chinese-style modernization is people-centered universal security,and Chinese-style food security policy is based on the general law of human social modernization and the evolutionary results of practices with Chinese characteristics.Based on this,this paper constructs the theoretical logic of the evolution of national food security policies,and systematically examines the characteristics of the structure and evolution process of Chinese-style food security policies based on policy texts.The results show that primarily,with the evolution of modernization,the national food security policy has gradually evolved from the allocation policy of“ensuring supply and stable production”to the“fivedimensional structure”policy of promoting the sustainable development of the grain industry,which is in accordance with the law of dialectical unity of food security and development,containing the behavioral logic and functional logic of the evolution of food security policies.Moreover,the evolution of Chinese-style modernized food security policies is characterized by a marginal decrease in the number of allocation-type policies,a marginal constant in the number of compensation-type policies,and a marginal increase in the number of incentive-type,regeneration-type and perpetual-type policies,indicating that the evolution of national food security policies has the characteristics of transition from food market security to food industry security.Therefore,in order to comprehensively promote the construction of a modernized and powerful country of Chinese style,it is necessary to follow the evolutionary characteristics of national food security,promote policy reforms that match the national food security system and capacity modernization,and achieve a higherquality and higher-level strategic goal of national food security.
