摘要
水旱灾害是人类共同面对的自然灾害,加强水旱灾害管理,是全球治水方略的共同趋向。务川自治县地处武陵山区,地质破碎,岩溶发育,地形切割深,沟壑纵横,又处长江上游,境内河流库塘众多。受地理位置影响,是自然灾害多发地。水旱灾害风险防控与监测预警是防汛抗旱减灾重要的非工程措施,在历年的防汛抗旱、水工程运行等工作中发挥了重要的作用,取得了显著的经济效益和社会效益。文章根据务川自治县情况,提出水旱灾害风险防控与监测预警具体措施,以便构建较为完善的防汛抗旱水文监测预报预警服务体系,为务川自治县防汛抗旱指挥决策提供支撑作用。
Water and drought disasters are natural disasters faced by humanity together,and strengthening flood and drought disaster management is a common trend in global water control strategies.Wuchuan Autonomous County is located in the Wuling Mountain area,with fragmented geology,developed karst,steep terrain,and crisscrossing gullies.Being situated in the upper reaches of the Yangtze River,there are numerous rivers,reservoirs,and ponds within its borders.Due to the geographical location,natural disasters occurred frequently.Risk prevention,control,monitoring,and early warning are the important non-structural measures for flood control,drought relief,and disasters reduction.The measures have played an important role in flood control,drought relief,and water engineering operation over the years,achieving significant economic and social benefits.Based on the situation in Wuchuan Autonomous County,this article proposes specific measures for risk prevention,control,monitoring and early warning of flood and drought disasters,in order to build a relatively efficient hydrological monitoring and early warning service system for flood control and drought resistance,and provide support for flood control and drought resistance command and decision-making in Wuchuan Autonomous County.
