摘要
南水北调中线总干渠通水运行以来,安全监测在保障工程安全运行中发挥着重要作用。安全监测项目有多种,文章主要以总干渠沉降变形监测和渗流监测为例,分析了监测数据对工程安全起到的预警作用,说明安全监测在南水北调工程运行中取得的成效,同时提出随着南水北调工程长期运行,工程安全仍然存在一定的潜在风险。为更好发挥安全监测在南水北调工程安全中的作用,建议进一步完善安全监测应急响应系统,健全南水北调工程风险防控长效机制,促进南水北调后续工程高质量发展。
Since the operation of the trunk canal of the Mid Route of the South-to-North Water Diversion Project,safety monitoring has played an important role in ensuring the safe operation of the project.There are many kinds of trunk canal safety monitoring systems.This paper mainly takes settlement deformation monitoring and seepage monitoring as examples,analyzes the early warning effect of monitoring data on project safety,explains the effectiveness of safety monitoring in the operation of the South-to-North Water Diversion Project,and points out that there still remains certain potential risks in project safety in the long run of the South-to-North Water Diversion Project.In order to enhance the role of safety monitoring in safe operation of the South-to-North Water Diversion Project,it is suggested that the emergency response system of safety monitoring and the long-term mechanism of risk prevention and control of the South-to-North Water Diversion Project should be further improved,so as to promote high-quality development of follow-up projects.
