规范河道采砂现场管理措施探讨

Discussion on Standardization of Management Measures for Sand Mining in River Channel

规范的河道采砂不仅能够合理开采利用砂资源,而且能够起到疏浚河道的作用;不规范的河道采砂不仅会破坏河道生态环境,而且会影响河势稳定、防洪安全、水利设施安全和相关工程安全。文章根据长期工作经验,认真总结河道采砂在采砂宣传、采砂边界控制、采砂设备控制、采砂管理、储砂点设置、生态修复和环境保护等方面存在的主要问题,并针对性地提出前期准备、开采实施、运储管理和采砂验收各环节的控制重点及措施。

Standardized sand mining in river channel could not only enable the rational exploitation and utilization of sand resources,but also play a role in dredging river channels,while the unregulated sand mining in river channel might not only damage the ecological environment of the river,but also affect the river stability,flood control safety,water conservancy facilities safety,and related engineering safety.Based on the long-term work experiences,the author carefully summarizes the major problems in sand mining in river channel,such as publicity on standardized sand mining,sand mining boundary control,sand mining equipment control,sand mining management,layout of sand storage,ecological restoration,and environmental protection.The author also clarifies the sand mining procedures and proposes targeted key control measures for previous preparation,mining implementation,transportation and storage management,and sand mining check and acceptance.
