Strategic Narrative Logic of US Mainstream Think Tanks on US-Japan Alliance and Its Enlightenment

美日同盟关系是美国亚太区域战略的重要支点,美国主流智库善于通过战略叙事影响、构建和拓展美日同盟体系。基于战略叙事的系统叙事、身份叙事和问题叙事三种类型,通过对智库报告、专家论述和政策建议的分析发现,美国主流智库注重美日同盟体系的“互补性”系统叙事,塑造美日同盟体系的“认同性”叙事,投射美日同盟议程的“概念性”叙事,为美日同盟关系的维护与发展提供合理化的话语路径,深刻影响两国政府的战略决策、区域其他国家以及公众对美日同盟关系的认知,从而拓展美国同盟的话语空间和战略空间。探究美国主流智库在美日同盟关系的建构和重塑过程中的“二轨”作用机制,有助于为提升我国智库战略叙事的效能提供一定的参考。

The US-Japan alliance is an important fulcrum of the US Asia-Pacific regional strategy.US mainstream think tanks are good at influencing,building and expanding the US-Japan alliance system through strategic narratives.Based on the three types of strategic narratives,namely system narrative,identity narrative and problem narrative,through the analysis of think tank reports,expert discussions and policy recommendations,it is found that US mainstream think tanks focus on the“complementary”system narrative of the US-Japan alliance system,shape the“identity”narrative of the US-Japan alliance system,and project the“conceptual”narrative of the US-Japan alliance agenda,providing a rational discourse path for the maintenance and development of the US-Japan alliance relationship,profoundly affecting the strategic decision-making of the two governments,and the public's cognition of the US-Japan alliance relationship in other countries of the region,thereby expanding the discourse space and strategic space of the US alliance.Exploring the“dual track”mechanism of US mainstream think tanks in the process of building and reshaping the US-Japan alliance relationship will help provide a certain reference for improving the effectiveness of strategic narratives of Chinese think tanks.
