“三圈理论”视角下世界一流中医药大学“教育-科技-人才”聚能机理、现实挑战及优化策略研究

Study on the Agglomeration Mechanism,Realistic Challenges and Optimization Strategy of Education-Science and Technology-Talent in World-Class TCM Universities from the Perspective of"Three-Circle Theory"

党的二十大报告指出,教育、科技、人才是全面建设社会主义现代化国家的基础性、战略性支撑。我国一流中医药大学独具本土特色与世界引领优势,肩负着传承创新发展中医药事业的使命。基于中医药科技第一生产力、人才第一资源、创新第一动力汇聚点的重要性,本研究以“三圈理论”为分析框架,采用文献研究、数据分析、专家咨询等方法,分析世界一流中医药大学“教育-科技-人才”价值圈、能力圈和支持圈的聚能机理,剖析世界一流中医药大学在人才传承、科教融合、产学研用方面的现实挑战,从凸显中医药优势特色、优化教育资源配置、多造就领军人才、拓展服务能力等方面提出了优化策略,以期为建强“中国特色,世界一流”的中医药大学提供参考借鉴。

the report to the 2Oth National Congress of the Communist Party of China has pointed out that education,science and technology,and talents are the basic and strategic support for comprehensively building a modern socialist country.China's first-class TCM universities have unique local characteristics and world-leading advantages,and shoulder the mission of inheriting and innovating the development of TCM.Based on the importance of TCM as the first productive force,the first resource for talents and the first driving force for innovation,taking the"three-circle theory"as the analytical framework,research methods such as literature research,data analysis and expert consultation were used to analyze the agglomeration mechanism of the"education-science-talent"value circle,ability circle and support circle of world-class TCM universities,analyze the practical challenges of world-class TCM universities in the aspects of talent inheritance,integration of science and education,industry-university-research and application.Based on which,the optimization strategies were put forward from the aspects of highlighting the advantages and characteristics of TCM,optimizing the allocation of educational resources,cultivating more leading talents,and expanding service capabilities,which can provide reference for building"world-class TCM universities with Chinese characteristics".
