基于海绵城市理念的新区规划方法探索及案例实践

Exploration and Case Practice on New District Planning Method Based on Sponge City Concept

海绵城市建设是城市发展新理念,理念的落实是提升城市韧性的重要支撑。科学融入海绵城市理念,构建系统的水安全保障、水环境提升、水生态保护与修复建设方案,是传统新区城市规划建设需要探索和补短板的重要内容。对新区海绵城市建设的目标,以及在规划中的实施路径进行了思考与总结,提出新区海绵城市理念的落实应以“保护生态、保障安全、提高水质、增补水源”为目标,通过科学的竖向管控与设施布局,实现雨水径流的有效组织与控制。以宁波慈城新城东片区的海绵城市规划建设为例,通过系统的海绵城市规划建设方案,综合统筹灰色设施与绿色设施建设,探索了新区海绵城市规划建设的有效实施路径。

The sponge city construction is a new concept in urban development and the implementation of the concept is an important support to enhance the resilience of the city.The scientific integration of the sponge city concept and the systematic construction for water security,water environment enhancement and water ecology protection and restoration are important elements that need to be explored and shortcomings filled in the traditional urban planning and construction of new districts.In this paper,the goal of sponge city construction in new district and the implementation path in the planning are considered and summarized.The implementation of the sponge city concept in the new district is aimed at“preserving ecology,ensuring safety,improving water quality and increasing water sources”through scientific vertical control and layout of facilities to achieve effective organization and control of rainwater runoff.The east zone of Cicheng new town provides a case reference for the planning and construction of sponge city in the new district.Through a systematic sponge city planning and construction plan,the construction of grey facilities and green facilities is comprehensively coordinated,and an effective implementation path for sponge city planning and construction in the new district is explored.
