数字技术赋能我国地方政府公共服务发展:理论逻辑、现实困境与路径优化

Digital Technology Enables Chinese Local Government Public Service Development:Theoretical Logic,Realistic Dilemma and Path Optimization

公共服务的高质量发展是促进实现城乡基本公共服务均等化的重要保障。数字技术作为一种新型技术,为解决政府公共服务质量低下,促进实现公共服务均等化目标提供了全新的思路。本文通过对相关概念进行梳理,构建了数字技术推动政府公共服务发展的理论框架。数字技术主要通过推动供给流程创新、技术层面变革、政府主体优化、公共服务共享以及城乡协同发展等五个方面来推动地方政府公共服务发展,针对目前发现的数字技术赋能政府公共服务过程中存在数字鸿沟、数据孤岛、数字弱势群体、大数据人才缺失以及数据网络安全等问题,提出了五种优化路径选择:缩小数字鸿沟差距、完善数据资源共享、加大关注“数字弱势群体”、加强大数据专业人才培养以及数字化网络信息安全建设等。

The high-quality development of public services is an important guarantee to promote the equalization of basic public services in urban and rural areas.As a new technology,digital technology provides a new way to solve the low quality of public service and promote the equalization of public service.By combing related concepts,this paper builds a theoretical framework for digital technology to promote the development of government public services.Digital technology mainly promotes the development of local government public services through five aspects:supply process innovation,technical transformation,government main body optimization,public service sharing and urban-rural coordinated development.In view of the existing problems in the process of enabling government public services by digital technology,such as digital divide,data island,digital vulnerable groups,lack of big data talents and data network security,five optimization paths are proposed:Narrow the digital gap,improve the sharing of data resources,pay more attention to the"digital vulnerable groups",strengthen the training of big data professionals and the construction of digital network information security.
