摘要
数字素养是人工智能时代下公务员职业素养提升的必要条件,更是推进数字政府建设的必然要求。数字政府高质量发展迫切需要公务员队伍提升“数字胜任能力”,以应对数字政府建设需要、行政治理场域变革、行政科学决策诉求以及行政服务效能提升的现实需求。对此,基于胜任素质模型从知识、技能、意识、自我形象与社会角色、动机与价值观五个层面构建公务员数字胜任力体系。通过深刻剖析公务员数字素养存在的问题,从数字知识、数字技能、数字意识、数字服务、数字伦理的五个维度探索公务员数字素养的提升路径,以此加强数字政府建设,全面提升人工智能时代下数字政府履职能力。
Digital literacy is a necessary condition for the improvement of civil servants'professionalism in the era of artificial intelligence,and it is also an inevitable requirement for the promotion of the construction of digital government.The high-quality development of digital government urgently needs civil servants to improve their"digital competence"in order to cope with the needs of digital government construction,changes in the field of administrative governance,the demand for scientific administrative decision-making,and the real demand for improving the effectiveness of administrative services.In this regard,based on the competency model,the digital competency system of civil servants is constructed from five dimensions:knowledge,skills,awareness,self-image and social role,motivation and values.By deeply analyzing the problems of civil servants'digital literacy,we explore the improvement path of civil servants'digital literacy from the five dimensions of digital knowledge,digital skills,digital awareness,digital service,and digital ethics,so as to strengthen the construction of the digital government,and comprehensively improve the ability of the digital government to perform its duties in the era of artificial intelligence.
