多重制度逻辑、地方政府响应行为与产业升级——以新能源汽车推广应用政策为例

Multiple institutional logic,local government response behavior,and industrial upgrading--Taking the promotion and application policies of new energy vehicles as an example

在中央政府积极推动战略性新兴产业发展的背景下,地方政府的响应行为及其效果备受关注和众说纷纭。本研究从多重制度逻辑的视角出发,分析了珠江三角洲地区9个城市对中央政府新能源汽车推广应用政策的响应行为的机理、类型与效果。研究发现,在新能源汽车推广应用的过程中,基于中央政府逻辑、地方政府逻辑、市场逻辑等多重制度逻辑的不兼容,以及这种不兼容与地方资源和能力异质性的交互作用,上述样本城市逐步形成了3种不同的响应战略,即“领航”“支撑”“辅助”战略;地方政府通过差异化响应战略不仅实现了各自新能源汽车推广应用目标与新能源汽车产业发展目标,而且推动珠江三角洲地区迅速形成了以“领航者”为核心,辐射“支撑者”“辅助者”的新能源汽车产业集群。本研究为解释战略性新兴产业发展过程中地方政府响应行为的异质性及效果提供了新的分析思路,也为“有为政府,有效市场”的实现提供了参考。 In the context of the central government's active promotion of the development of strategic emerging industries,the response behavior and its effects of local governments have attracted widespread attention and diverse opinions.With the joint efforts of the central and local governments,China has basically achieved the goal of"overtaking on the curve"in the new energy vehicle industry.However,the existence of regional competition and local protection has led to negative voices in the development of the new energy ve hicle industry in various regions.Researching the response behavior of local governments to the central government's policies on promoting and applying new energy vehicles can help clarify the formation mechanism,types,and effects of local government response behavior,and further promote the development of strategic emerging industries in China,including the new energy vehicle industry.Previous research has explored the heterogeneous impact of multiple institutional logic on local government behavior,focusing on the interaction between government logic and market logic,as well as central government logic and local government logic.However,there is a lack of research on the interplay among central government logic,local government logic,market logic,and the impact of their interaction with local heterogeneity on local government response behavior.Therefore,this study selects nine cities in the Pearl River Delta region as research cases and constructs an analytical framework for local government response behavior based on multiple institutional logic and local contextual heterogeneity.The study analyzes the mechanisms,types,and effects of local government response behavior to the central governments policies on promoting and applying new energy vehicles.By considering the problem of incompatible core goals and implementation means of multiple institutional logic,this study examines the institutional complexity faced by local governments.Furthermore,it analyzes the interaction between institutional complexity and local heterogeneity in local resources and development capabilities on local government response behavior.The findings show that in the process of promoting and applying new energy vehicles,the incompatibility among multiple institutional logic,including central government logic,local government logic,and market logic,interacts with the local resources and capabilities.As a result,the sampled cities gradually develop three distinct response strategies towards the central governments policies on promoting and applying new energy vehicles.In regions with high resource,high capabilities and leading advantages,local governments set development goals that are compatible with multiple institutional logic.They employ various mechanisms to coordinate actions and actively explore new pathways for policy response,adopting a"leading"strategy to drive regional industrial development.In regions with relatively high resource,relatively capabilities and a solid automotive industry foundation,local governments prioritize certain objectives among the multiple institutional logic when setting development goals.Through mechanism coordination and learning innovation,they adopt a"supporting"strategy to promote the development of key modules.In regions with moderate resource,moderate capabilities and a certain automotive industry foundation,local governments respond to the objectives of multiple institutional logic based on their resource capabilities.They employ mechanism coordination and imitation innovation,adopting an"assisting"strategy to facilitate technology spillover and the development of component bases.These differentiated response strategies not only achieve the goals of promoting and applying new energy vehicles and developing the new energy vehicle industry in each region but also drive the rapid formation of a new energy vehicle industry cluster in the Pearl River Delta region with"leaders"at the core,radiating"supporters"and"assistant",thus establishing a complete new energy vehicle industry chain and diverse new energy vehicle technologies.Based on the perspective of multiple institutional logic,this study explores the heterogeneity and effects of local government response behavior towards strategic emerging industries,providing new analysis ideas for this field.At the same time,by analyzing the interaction between central government logic,local government logic,and market logic and their impact on local government behavior,this study provides helpful references for achieving the goal of"active government,effective market".The findings also provide useful guidance for government departments to promote the development of strategic emerging industries.For the central government,it should tailor its policies on strategic emerging industries according to local conditions and lead the response behavior of local governments in advance.For latecomer cities,to seize development opportunities,they should accurately choose strategic emerging industries that are suitable for their own resource and capabilities.In contrast,pioneering cities can rely on their advantages on resource and capacities to accelerate transformation and upgrading.
