退役军人参与乡村振兴:何以必要、可能与可为?

Why Is It Necessary,Possible,and Feasible for Veterans to Participate in Rural Revitalization?

乡村人力资源的开发不仅要依赖其存量,也要关注其增量。作为国家重要的人力资源之一,鼓励和支持退役军人在乡村振兴“战场”上充分释放潜能,既是破解当前乡村人才短缺、推动乡村全面振兴的有效手段,也利于确保军人退役后顺利融入社会,实现军地资源双向流动。为激活广大退役军人与乡村振兴的耦合优势,国家通过引导退役军人就业创业、扎根基层、赋能教育培训和完善公共服务体系等举措为其嵌入乡村建设提供重要的政策支撑。实践层面,通过助力人才振兴赋能产业振兴、文化振兴、生态振兴和组织振兴。退役军人以新型农业经营主体、道德模范、生态文明建设者、驻村包帮人员、村(社)“两委”班子成员等角色在乡村振兴大舞台上大展所长,直接或间接地发挥重要作用。但受制于政策供给与乡村振兴战略实际需求吻合度不够,当前退役军人在新“战场”上的优势未得到最大程度发挥,还需进一步强化其在军地场域身份转变的政策与实践。

The development of rural human resources should not only depend on its stock,but also pay attention to its incre-ment.As one of the country's important human resources,encouraging and supporting the veterans to fully release their poten-tial in the"Battlefield"of rural revitalization is not only an effective way to solve the current shortage of rural talents and promote comprehensive revitalization of rural areas,but also conducive to ensuring the smooth integration of veterans into so-ciety and achieve two-way flow of military and civilian resources.In order to activate the coupling advantages of the vast number of veterans and rural revitalization,the state provides important policy support for the veterans to be embedded in ru-ral construction by guiding them to find employment and start their own businesses,taking root in grassroots,enabling educa-tion and training,and improving the public service system.On the practical level,it can promote the revitalization of indus-try,culture,ecology and organization through the revitalization of talents.In their roles as subjects of new-type agricultural operation,moral models,builders of ecological civilization,personnel stationed in villages,and members of the"two commit-tees"of villages(societies),the veterans can display their strengths in rural revitalization,and play important roles directly or indirectly.However,due to the lack of consistency between the policy supply and the actual demand of the rural revitaliza-tion strategy,the comparative advantage of the veterans in the new"Battlefield"has not been brought into full play.It is necessary to further strengthen the policy and practice of their identity transformation in the military and civilian field.
