数字创新生态系统协同治理研究——基于随机演化博弈模型

摘要 构建数字创新生态系统核心主体、合作主体和政府之间的协同治理行为随机演化博弈模型,采用系统动力学模型分析初始策略、关键参数及随机扰动对三方决策演化路径的影响。研究发现:当各主体选择协同治理的初始概率越高,系统更易达到三方协同治理的稳定状态;核心主体治理成本与收益对系统稳定性影响较大,政府奖惩机制和系统内激励机制对数字创新生态系统稳定起关键作用;随机扰动对数字创新生态系统合作主体行为决策影响较大,对政府决策影响较小。研究结果对优化数字创新生态系统协同治理机制,促进数字创新生态系统健康发展具有重要意义。 Considering the uncertainty of the external environment,the study constructs a stochastic evolutionary game model of co-llaborative governance behavior of the digital innovation ecosystem among the core subjects,cooperative subjects and the government,and analyzes the effects of the initial strategy,key parameters and stochastic perturbations on the evolutionary path of decision-making of the three parties by using the system dynamics model.The findings indicate that:The higher when the initial probability of each subject choosing collaborative governance is,the easier it is for the system to reach a steady state of three-party cooperative governance;The cost and benefit of the core subject's governance have a greater impact on the stability of the system.The government incentive and punishment mechanisms and the incentive mechanism within the system play key roles in the stability of the digital innovation ecosystem.The stoch-astic perturbations have a greater impact on the collaborative subjects'decision-making in the digital innovation ecosystem,and have a lesser impact on the government's decision-making.The results are significant to optimize the collaborative governance mechanism of digital innovation ecosystem and to promote the healthy development of digital innovation ecosystem.
