Green and Low-Carbon Development as a Driving Force for Building up China's Strength in Agriculture:Promotion Measures and Policy Guarantee

农业绿色低碳发展是我国实现从农业大国向农业强国转变的内在要求。文章在系统梳理农业强国的基本内涵与重要特征的基础上,阐明农业绿色低碳发展之于农业强国建设的重要意义,并通过剖析农业绿色低碳发展的具体表征,揭示其与农业强国建设之间的本质关联。分别从资源利用效率、农村产业发展、农民增收、农产品国际竞争力和农业发展韧性等维度出发,探析了农业绿色低碳发展驱动农业强国建设的理论机制和现实瓶颈。提出,应采取分品种、分环节、分区域的有序、分类、协同推进策略,通过不断完善技术支撑体系、加大投入力度、优化制度保障、强化人才队伍建设等多种措施综合发力,着力构建农业绿色低碳发展的政策保障体系。

Green and low-carbon agricultural development is an inherent requirement for China to develop from a big country to a strong country in agriculture.On the basis of introducing the basic connotation and characteristics of building up China's strength in agriculture,this paper clarifies the significance of green and low-carbon agricultural development for building up China's strength in agriculture.Furthermore,this paper probes into the specific characteristics of green and low-carbon agricultural development and reveals its relationship with building up China's strength in agriculture.From the dimensions of resource utilization efficiency,rural industrial development,farmers'income increase,international competitiveness of agricultural products,and resilience of agricultural development,this paper explores the theoretical system and practical bottlenecks of green and low-carbon agricultural development as a driving force for building up China's strength in agriculture.It is proposed that an orderly,classified,and coordinated promotion strategy should be adopted based on varieties,links,and regions.Multiple measures including improving the technical support system,increasing investment,optimizing system guarantee,and strengthening talent cultivation should be taken to build a policy guarantee system for green and low-carbon agricultural development.
