数字普惠金融赋能乡村振兴的理论机理、现实困境和推进路径

The Theoretical Mechanism,Practical Difficulties,and Promotion Path of Digital Inclusive Finance Empow⁃ering Rural Revitalization

数字普惠金融发展为我国实现乡村振兴,促进乡村高质量发展提供了新的契机。基于质性归纳的方法,分析数字普惠金融通过促进乡村产业兴旺、实现生态宜居、塑造乡风文明、提升治理能力、助力生活富裕赋能乡村振兴。然而,数字普惠金融在支持乡村振兴过程中还面临一些现实困境,如乡村数字化基础设施建设不完善、数字普惠金融产品服务供需不匹配、乡村居民缺乏数字素养、乡村数字治理体系还未真正建立等。未来需要从夯实乡村数字基础设施建设、创造良好生态宜居外部环境、创新数字普惠金融产品和服务、搭建乡村生活富裕体系、加强乡村数字普惠金融知识普及教育、提升农村居民金融素养、做好乡村数字政务服务顶层设计、提高乡村治理能力等方面持续推动乡村振兴。

The development of digital inclusive finance provides a new opportunity for China to achieve rural revitalization and promote high-quality rural development.Based on the method of qualitative induction,this paper analyzes that digital inclusive finance empowers rural revitalization by promoting the prosperity of rural industries,achieving ecological livability,shaping rural civiliza⁃tion,enhancing governance capabilities,and helping to achieve prosperity.However,digital inclu⁃sive finance still faces some practical difficulties in supporting rural revitalization,such as incom⁃plete rural digital infrastructure construction,mismatched supply and demand of digital inclusive fi⁃nance products and services,lack of digital literacy among rural residents,and the lack of a truly es⁃tablished rural digital governance system.Efforts need to be made in the future to strengthen the con⁃struction of rural digital infrastructure,create a good ecological and livable external environment,in⁃novate digital inclusive financial products and services,build a prosperous rural life system,strengthen the popularization and education of digital inclusive finance knowledge in rural areas,en⁃hance the financial literacy of rural residents,do a good job in the top-level design of rural digital government services,and improve rural governance capabilities.
