摘要
构建具有国际影响力的国际科技创新中心是深港两地的重大战略任务。当前,该议题的核心在于形成深港科技创新合作的“对称性互惠共生”模式,以促进两地的深层次发展。既有研究从创新生态系统视角或协同视角为区域科技创新合作做出了一定的理论贡献,但对共生系统视角下的科技创新合作,尤其是不同合作形态与强弱关系的分析较少。基于此,以共生理论为基础,以共生单元、共生环境、共生界面为核心要素,以“对称性互惠共生”模式为目标模式,建构了“区域科技创新合作共生系统”分析框架,深入剖析了深港共建国际科技创新中心的合作现状,并构建推进深港科技创新合作向“对称性互惠共生”模式转变的共生机制。研究发现,尽管共生单元的主体数量持续增加,但共生动力仍有不足;在共生环境上,虽然已有政策支持力度加大,但制度衔接仍需进一步强化;对于共生界面,虽然多元科创平台正持续建立,但科创服务仍待完善。因此,构建深港共建国际科技创新中心的共生机制应关注以下维度:一是科创共生单元高效联动机制,包括构建共识性顶层设计、形成多元共生主体创新协同、培育跨境人才流动融合三个子机制;二是科创共生环境营造优化机制,包括强化科技创新文化环境培育、优化科技创新政策支持、完善科技创新制度衔接三个子机制;三是科创共生界面渠道融通机制,包括打造跨境科技创新全链条服务机制、完善跨境科技创新成果转化机制、优化跨境科技创新全过程金融支持机制三个子机制。
Building an international science and technology innovation center with international influence is a major strategic task for Shenzhen and Hong Kong.At present,the core of this topic is to form a“symmetrical mutual benefit symbiosis”model of science and technology innovation cooperation between Shenzhen and Hong Kong to promote the in-depth development of the two places.Existing studies have made certain theoretical contributions to regional science and technology innovation cooperation from the perspective of innovation ecosystem or synergy,but there are few analyses of science and technology innovation cooperation from the perspective of symbiotic system.Based on the symbiotic theory,with symbiotic units,symbiotic environment,and symbiotic interface as core elements,and the“symmetrical mutual benefit symbiosis”model as the target model,the“regional science and technology innovation cooperation symbiotic system”analysis framework is constructed.The current status of cooperation between Shenzhen and Hong Kong in building an international science and technology innovation center is deeply analyzed,and a symbiotic mechanism is constructed to promote the transformation of science and technology innovation cooperation between Shenzhen and Hong Kong to the“symmetrical mutual benefit symbiosis”model.Therefore,the symbiotic mechanism should focus on the following dimensions.Firstly,an efficient linkage mechanism for science and technology innovation symbiotic units,that is building a consensusbased top-level design,forming innovative collaboration among multiple symbiotic entities,and cultivating cross-border talent mobility and integration.Secondly,an optimization mechanism for creating a symbiotic environment for science and technology innovation,that is strengthening the cultivation of a cultural environment for science and technology innovation,optimizing policy support for science and technology innovation,and improving the connection between science and technology innovation systems.Thirdly,an interface channel integration mechanism for science and technology innovation,that is creating a fullchain service mechanism for cross-border science and technology innovation,improving the mechanism for transforming cross-border science and technology innovation results,and optimizing the financial support mechanism for the entire process of cross-border science and technology innovation.
